Item types: Email template, FAQ answer, Policy/procedure, Product/service fact sheet.
Each item: title, department, tags, owner, status (draft/approved/retired), effective date, version history.
AI uses approved items only; retrieved source IDs persisted per draft.
v1 retrieval: keyword + department/tag filtering; embeddings later behind the same interface.
